Abstract
These Measures of Chongqing Municipality for the Supervision and Administration of the Implementation of Primary Responsibility for Food Safety, issued by the Chongqing Municipal Administration for Market Regulation set up rules for food producers, food business operators, catering service providers, centralized meal providers, online food platforms, food storage and transport service providers, and other related entities to implement their food safety responsibilities. They define the duties of principal persons in charge, food safety directors, and food safety officers, and strengthen accountability, risk prevention, training, supervision, and compliance mechanisms.
The Measures classify food business entities by size and risk level, prescribe staffing and qualification requirements for food safety personnel, and require risk-control systems based on daily control, weekly inspections, and monthly reviews. They establish training, assessment, information disclosure, internal reporting and reward mechanisms, digital food safety management, and a performance-based scoring system for food safety directors and officers. The Measures also provide for supervision, enforcement, administrative penalties, food safety credit records, and enhanced use of digital technologies, including “Internet + AI” supervision, to improve food safety governance and risk management.
