Abstract
These Measures aim to safeguard the rights of citizens, legal persons and other organizations to obtain environmental information in accordance with the law, promote enterprises and institutions to disclose environmental information truthfully to the public, and promote public participation and supervision of environmental protection. The Measures consist of 18 articles.
Article 9 stipulates the information which shall be disclosed by the key polluters. The key polluters should disclose such environmental information within 90 days after the the competent environmental protection authority announces the list of key polluters. If the environmental information is newly generated or the change occurs, the environmental information shall be disclosed within 30 days from the date when the environmental information is generated or changed.
The Measures further provide for the offences and penalties.
