Abstract
These Measures are developed to strengthen and standardize natural disaster prevention and relief work, and ensure the basic living needs of disaster victims.
The Measures define the scope of natural disasters covered, including meteorological, geological, marine, forest, and biological disasters, and emphasizes the principles of government leadership, community participation, and coordinated responsibility. The Measures mandates governments at all levels to integrate disaster management into development planning, strengthen material and financial reserves, and ensure timely and transparent distribution of aid funds and supplies.
The Measures also detail preventive measures such as risk assessments, evacuation planning, insurance mechanisms, and public education. During disasters, responsibilities are clearly allocated among civil affairs, health, transportation, and other departments to guarantee basic living needs, medical care, and rapid relief deployment. Post-disaster recovery prioritizes safe housing reconstruction, infrastructure repair, and ecological restoration, with mechanisms for supervision, accountability, and anti-corruption. Legal responsibilities are specified for misconduct such as misreporting disasters, misappropriating relief funds, or failing to respond effectively.
