These Measures are enacted to implement the Law of the People's Republic of China on the Protection of the Rights and Interests of the Elderly. The Measures consist of 9 Chapters: General Provisions; Maintenance and Support by Families; Social Security; Social Services; Social Preferential Treatment; Livable Environment; Participation in Social Development; Legal Liability; Supplementary Provisions.
The people's governments at or above the county level shall, in accordance with the provisions of the state, gradually improve the fair, unified and standardized social security systems for the elderly, such as social insurance, social welfare, social assistance, etc., and adjust them in a timely manner so as to gradually improve the level of social security for the elderly.
