Measures of Guangxi Zhuang Autonomous Region for the Implementation of the Fisheries Law of the People's Republic of China.

These Measures are formulated in accordance with the Fisheries Law of the People's Republic of China, aiming to strengthen the protection, increase, development and reasonable utilization of fishery resources, develop aquaculture, safeguard the legitimate rights and interests of fishery producers, and promote the sustainable development of fishery production. The Text consists of 53 Articles divided into 7 Chapters: General provisions (I); Supervision and administration on fisheries and establishment of institutions (II); Aquaculture (III); Fishing (IV); Increase and protection of fishery resources (V); Legal liabilities (VI); Supplementary provisions (VII).
The authorities for the implementation of these Measures and the duties thereof are given in Chapter II. According to Article 7, institutions responsible for fishery administration and agencies in charge of fishery port supervision and fishery vessel inspection and administration shall be set up under the fishery competent authorities of the People’s Government of Guangxi Zhuang Autonomous Region and the People's Governments at or above county level in the coastal areas.
The Text further addresses the issues of planning of water surfaces and tidal flats, the right to use water surfaces and tidal flats devoted to aquaculture, rules and requirements to be satisfied by any entity or individual engaged in the production of aquaculture, fishing authorization, enforcement, conservation measures, fishery resource protection and enhancement fees, artificial reefs and offences.
