Abstract
These Measures, consisting of 21 articles, are enacted in accordance with the provisions of the Forest Law, the Measures of Inner Mongolia Autonomous Region for the Implementation of the Forest Law, the Measures for the Management of State-level Public Welfare Forests, aiming to promote the cultivation of public welfare forest, improve the quality and ecological service function of public welfare forest.
The public welfare forest mentioned in these Measures refers to arbor public welfare forest. The cutting of public welfare forest must be conducive to enhancing the ecological function of forest, maintaining biodiversity, improving the ecological and social benefits of public welfare forest, and taking into account economic benefits. In principle, state-level first grade public welfare forests are not allowed to carry out production and business operation activities, and logging is strictly prohibited. The logging of public welfare forests shall strictly implement the annual forest cutting quotas and harvesting volume plans.
