Abstract
These Measures, consisting of 19 articles, clarify and refine the prohibition of illegal trade and consumption of wild animals, and effectively guarantee the life, health and safety of the people. The wild animals to be banned are the terrestrial and aquatic wildlife under special state protection; the terrestrial wildlife under special provincial protection; the terrestrial with important ecological, scientific and social values announced by the state and wildlife and other terrestrial wildlife, including the terrestrial wildlife artificially bred and raised; and other wildlife prohibited from eating by laws and regulations and relevant national and provincial regulations.
The Measures further make provisions for strengthening the supervision and management of illegal trade and consumption of wild animals and providing support to farmers. Any unit or individual should not produce or market the food made by the prohibited wild animals; It is prohibited to hunt, trade or transport terrestrial wild animals that grow naturally in the wild environment for the purpose of eating; In case of non edible use of wild animals due to other special circumstances such as scientific research, medical use, species protection, cultural relics protection, etc., strict examination and approval and quarantine inspection system shall be implemented in accordance with laws and regulations; the government must increase support to guide and help farmers affected by the implementation of the measures to adjust and change their production and operation activities, and provide support in terms of employment training, social security, financing, taxation, etc. according to the actual situation.
