Abstract
This Decision is enacted to comprehensively ban and punish illegal wildlife trade, abolish the habits of eating wildlife, maintain biosecurity and ecological safety, effectively prevent major public health risks, and effectively protect the lives and health of the people.
Trading and consumption of wild animals has been practised in China for centuries but has been blamed for helping to spread the coronavirus.
Where the law on the protection of wildlife and other relevant laws prohibit hunting, catching, trading, transporting or eating wild animals, the prohibition must be strictly implemented.
It is forbidden to eat terrestrial wildlife of important ecological, scientific and social value and other terrestrial wildlife protected by the state, including terrestrial wildlife that are artificially bred and raised. Hunting, trading and transportation of terrestrial wild animals that grow and reproduce naturally in the wild environment for the purpose of eating are prohibited.
In case of non-edible use of wild animals due to special circumstances such as scientific research, medicinal use, display, etc., strict examination and approval and quarantine inspection shall be implemented in accordance with relevant state regulations. The Decision further makes provisions for supervision, offences and penalties, etc.
