Abstract
These Measures are formulated in accordance with the Law of the People’s Republic of China on Specialized Farmers’ Cooperatives, aiming to support, guide the development of specialized farmers’ cooperatives, regulate the organization and behavior of specialized farmers’ cooperatives, protect the legitimate rights and interests of specialized farmers’ cooperatives and the members thereof, and promote agricultural development of rural areas.
These Measures, consisting of 36 articles, provide for the formation, operation and management of specialized farmers' cooperatives. The Measures cover, among others, establishment of specialized farmers' cooperatives, membership, management and administration of specialized farmers' cooperatives, support policies and services, and offences and proceedings. It specifies the preferential tax policies, fiscal policy support, land policy support and financial services.
