Abstract
These Measures, consisting of 37 Articles, are formulated in order to protect and improve the marine environment, protect marine resources, prevent and control pollution damage, maintain ecological balance, safeguard human health and promote sustainable economic and social development.
Competent authorities in charge of the implementation of these Measures are established in Article 3. The marine environmental protection planning and key marine area environmental protection plan of this Province shall be formulated in accordance with the national marine functional zoning (art.5). The provincial and municipal marine and fishery administrative departments shall manage marine environmental investigation, monitoring, surveillance and marine environmental information systems, carry out periodic evaluation of marine environment quality, and regularly release information on the quality of marine environment (art.7). The remaining articles make provision, inter alia, the establishment, management and protection of special marine reserves and the coastal wetlands; preparation, examination and approval of environmental impact reports for coastal, marine engineering construction projects; implementation of total pollutant discharge amount control in key sea areas; strictly controlling the dumping of wastes into the sea; pollutant discharge fees; supervision and inspection; and offences and liabilities.
