Abstract
The purpose of this Law is to protect and improve the marine environment, protect marine resources, prevent pollution damage, ensure ecological safety and public health, safeguard national marine rights and interests, promote sustainable economic and social development, and achieve harmonious coexistence between humans and nature. The Law consists of 120 Articles divided into ten Chapters: General Provisions (I); Marine Environmental Supervision and Management (II); Marine Ecological Protection (III); Prevention and Control of Pollution Damage to the Marine Environment Caused by Land-based Pollutants (IV); Prevention and Control of Pollution Damage to the Marine Environment Caused by Construction Projects (V); Prevention and Control of Pollution Damage to the Marine Environment Caused by Dumping of Wastes (VI); Prevention and Control of Pollution Damage to the Marine Environment Caused by Vessels and Their Related Operations (VII); Legal Liabilities (VIII); Supplementary Provisions (IX).
The State shall delineate the red lines of ecological protection in key marine ecological function zones, ecological sensitive areas and fragile areas, and other sea areas to conduct strict protection. The State shall establish and improve a compensation system for marine ecological protection. It is prohibited to dump waste from outside the territory of the People's Republic of China in the waters under its jurisdiction.
