Abstract
These Measures are formulated in accordance with the Law of the People's Republic of China on the Administration of the Use of Sea Areas and the Action Plan for Prevention and Control of Water Pollution, aiming to strengthen and standardize the management of sea reclamation, strictly control the total amount of sea reclamation, and promote the sustainable use of marine resources.
The Measures consist of 6 Chapters: General provisions; Total amount control; Scientific allocation according to law; Intensive and economical utilization; Supervision and inspection; Supplementary provisions.
Sea reclamation shall strictly implement the control requirements of ecological protection red line. Sea reclamation is prohibited in key bays, marine nature reserves, aquatic biological nature reserves, core areas of aquatic germplasm resources reserves, key protected areas and reserved areas of special marine reserves, key estuarine areas, important coastal wetlands, important sandy shorelines and sand source protected sea areas, specially protected islands and important fishery sea areas; Sea reclamationshall be strictly restricted in ecologically fragile and sensitive areas and sea areas with poor self purification capacity.
