Abstract
This national water pollution prevention and control action plan (also known as the Water Ten Plan) is a guideline for water pollution control and conservation. The purpose of the action plan is to strengthen the integrated management of water quantity, quality and environment.
The general objectives of this action plan are as follows: By 2020, national water environment periodically improved; seriously polluted water bodies significantly reduced; and steady increase of water supply guarantee; over abstraction of groundwater under strict control; and coastal sea environment quality improving. By 2030, national water environment generally improved; and aquatic environment functions preliminarily recovered. By mid of the century, ecological environment improved in all manners; sound circle of ecological systems. Strict targets are set up that aims to break down silos between government agencies to reduce water pollution. By 2020, a. Ratio of water quality (better than category III) in seven major river basins: higher than 70%. b. Ratio of black and smelly water body in prefecture-level cities: within 10%. c. Ratio of water source quality (equal to or better than Category III) in prefecture-level cities (collective supply): higher than 93%. d. Ratio of extreme bad groundwater quality: around 15%. e. Ratio of sound costal sea water quality (category I and II): about 70%. f. Water bodies (quality worse than category v) in the Changjiang Delta and the Pearl River Delta: 0%. In order to achieve the goals, the Action Plan further identifies key working aspects: 1.Overall control of pollutant discharges from industry, urban life, agriculture and the rural sector, as well as ships and ports; 2. Promotion of Transition and Upgrading of Economic Structure in relation to water use; 3. Conservation and Protection of Water Resources; 4. Strengthening Scientific Supporting; 5. Full Play of Market Forces; 6. Monitoring and Supervision; 7. Reinforcement of Water Environment Management; 8. Guaranteeing Water Ecological Environment Security; 9. Accountability of Stakeholders (local and central governments); 10. Public Participation and Social Monitoring.
