Abstract
These Measures are enacted according to the Marine Environmental Protection Law and the Law of Island Protection, aiming to protect and restore the ecosystem and functions of specific marine areas, and make scientific and rational use of marine resources. The Measures consist of 53 Articles divided into 7 Chapters: General Provisions (I); Establishment of Special Marine Protection Areas (II);Management System (III); Protection (IV); Appropriate Utilization (V); Legal Responsibility (VI); Supplementary Provisions (VII).
The State Oceanic Administration shall be responsible for: the supervision and management of special marine protected areas throughout the country; and formulating the construction and development plan of state-level marine special protection areas and supervise the implementation.
The State safeguards and promotes the construction of marine special protected areas, and promotes the comprehensive management and scientific research thereof. According to the characteristics of the ecological environment and resources of the marine special protected areas, the activities listed in Article 37 are allowed to be carried out appropriately after obtaining the approval.
