Measures of Ningxia Hui Autonomous Region for the Administration of Regional Level Disaster Relief Material Reserve.

These Measures are enacted to improve the disaster relief emergency response capability, and standardize the management and allocation of disaster relief materials in the Ningxia Autonomous Region. The Measures consist of 21 Articles divided into 5 Chapters: General provisions; Acquisition and reserve management; Allocation management; Use and recycling; Penalties.
According to the needs of disaster relief work and the situation of disaster relief material reserve, the Civil Affairs Department shall prepare the annual procurement plan and emergency purchase plan for disaster relief reserve materials at the regional level. The key disaster relief materials shall be stored in the autonomous regional level relief materials reserves.
