Measures of the Ningxia Hui Autonomous Region for the Implementation of the Fisheries Law of the People's Republic of China.

These Measures are formulated in order to strengthen the protection, increase, development and reasonable utilization of fishery resources, develop aquaculture, and safeguard legitimate rights of fishery producers. The 34 articles are divided into four Chapters: General Provisions (I); Aquaculture (II); Increase and Protection of Fishery Resources (III); Legal Liabilities (IV); Supplementary Provisions (V).
The people's governments at or above the county level shall, in accordance with the general plans for the utilization of local water resources and lands, develop the plans of fishery waters, fishery low-lying saline alkali wastelands, organize to carry out environmental impact assessments and determine the fishery production bases and the urban suburb important aquaculture waters (art.7). The Text addresses the issues of registration and authorization of aquaculture, fishing authorization, enforcement, conservation measures, collection of fisheries resources enhancement and protection fees, offences and penalties, etc.
