Measures for the Supervision and Administration of Energy Conservation in Special High-Energy Consumption Equipment.

These Measures are formulated in order to strengthen supervision and administration on energy conservation of special high-energy consumption equipment, to improve energy efficiency, and to promote energy saving.
The Measures, consisting of 36 articles, provides for the energy conservation rules and requirements to be satisfied for the design, manufacture, installation, maintenance and use of special high-energy consumption equipment. In addition, the Text provides for supervision and administration, offences and penalties.
Special high-energy consumption equipment referred to in these Measures means special equipment which consumes large amount of energy resources during the process of use, and has great energy-saving potential (art.2).
The State Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) shall be responsible for the supervision and management on the energy conservation of special high-energy consumption equipment throughout the country (art.4).
