Abstract
The purpose of these Measures is to promote the popularization and application of advanced and applicable agricultural machinery and safeguard the legitimate rights and interests of the users, producers, and sellers of agricultural machinery. The Text consists of 35 Articles divided into 8 Chapters: General provisions (I); Appraisal Institutions (II); Application and acceptance (III); Testing and appraisal (IV); Appraisal announcement (V); Supervision and administration (VI); Legal liabilities (VII); Supplementary provisions (VIII).
Agricultural machinery testing and appraisal referred to in these Measures mean that the agricultural machinery testing and appraisal institutions make the technical evaluation on applicability, safety and reliability of agricultural machinery through scientific testing, inspection and appraisal, so as to provide evidence and information for selection and popularization of agricultural machinery.
The agricultural machinery producers or sellers make voluntary application for the testing and appraisal of agricultural machinery. The testing and appraisal includes two levels: at ministerial and provincial level.
Agricultural machinery testing and appraisal shall be carried out by the agricultural machinery appraisal institutions under the competent agricultural mechanization authorities at or above the provincial level, in accordance with the appraisal outline published by the competent agricultural mechanization authorities at or above the provincial level. Article 8 provides for the conditions to be satisfied by the agricultural machinery appraisal institutions. For the products which have passed the testing and appraisal, the agricultural machinery promotion appraisal certificates shall be issued within 10 days after the announcement, and the producers may use the special mark of agriculture machinery promotion appraisal accordingly (art.21).
