Measures of Zhejiang Province for Promotion of Agricultural Waste Treatment and Utilization.

These Measures, consisting of 26 articles, are enacted in accordance with the Agricultural Law, Environmental Protection Law and Circular Economy Promotion Law of the People's Republic of China, aiming to promote the treatment and utilization of agricultural waste, save resources, protect and improve the ecological environment.
The people's governments at or above the county level shall encourage and support agricultural producers to adopt advanced and applicable technologies to reduce and control the generation of agricultural waste; strengthen the research and promotion of agricultural waste treatment and utilization technologies, improve the technical service network, do a good job in training, guidance and information services, and promote the industrialization of agricultural waste treatment and utilization; encourage the development of professional farmer cooperatives engaged in the treatment and utilization of agricultural waste; and encourage and support units and individuals to use products produced using agricultural waste. Agricultural producers should take appropriate measures to properly handle or use agricultural waste according to local conditions. Livestock and poultry farms shall be equipped with corresponding livestock and poultry waste treatment facilities. The Measures further make provisions for incentives, offences and penalties.
