Notice of the State Forestry and Grassland Administration on implementing the Decision of the Standing Committee of the National People's Congress on Comprehensively Banning the Trade in Illegal Wildlife, Eradicating the Corrupt Custom of Eating Wild Animals and Effectively Protecting the People's Health and Safety.

This Notice is enacted to implement the the Decision of the Standing Committee of the National People's Congress on Comprehensively Banning the Trade in Illegal Wildlife, Eradicating the Corrupt Custom of Eating Wild Animals and Effectively Protecting the People's Health and Safety, and prohibit eating wild animals.
As of the date of promulgation of the decision, the competent forestry and grassland authorities at all levels shall stop accepting applications for administrative licenses for hunting, catching, selling, purchasing and importing wild animals for food consumption purposes. Due to special circumstances such as scientific research, medicinal use and exhibition, if it is necessary to make non edible use of wild animals, the competent forestry and grassland authorities in charge of examination and approval according to law shall formulate strict examination and approval conditions and procedures, list the certification materials to be submitted, establish a scientific evaluation mechanism. It shall be specified in the approval documents that the applicant is subject to inspection and quarantine in accordance with the law.
For those who have obtained the artificial breeding licenses and engage in the artificial breeding of terrestrial wild animals for the purpose of food consumption, the approved artificial breeding licenses or documents shall be withdrawn and canceled, and all activities such as selling and transporting wild animals for the purpose of food consumption shall be stopped.
