Order of the Ministry of Agriculture (No. 4 [2012]) promulgating the Measures for the Administration of New Feeds and New Feed Additives.

These Measures are formulated in accordance with the Regulation on the Administration of Feeds and Feed Additives, aiming at strengthening the administration of new feeds and new feed additives and guaranteeing the quality and safety of breeding animal products.
“New feeds” in the Measures mean single feeds that have been researched and developed within the territory of China and have not yet been approved for use. “New feed additives” refer to the feed additives that have been researched and developed within the territory of China and have not yet been approved for use.
Before producing new feeds and new feed additives, producers shall obtain a production license in accordance with the relevant provisions of the Ministry of Agriculture and Rural Affairs. If new feed additives are produced, the corresponding product approval number shall also be obtained. The application should include details such as product name, purpose, composition, production process, quality standards, and safety evaluation reports. Samples must come from pilot or industrial production lines and meet specific quantity requirements. The evaluation process involves expert committees conducting effectiveness and safety assessments based on technical guidelines.
