Abstract
This Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, issued by the CPC Central Committee and the State Council, envisions transforming the region into a world-class city cluster driven by innovation, sustainability, and integration. With a population of about 70 million, the Plan leverages the area’s economic strength, innovation capacity, and global connectivity to foster coordinated development, ecological conservation, advanced infrastructure, and a high-quality living environment. It supports the integration of Hong Kong and Macao into national development, aiming to maintain their prosperity and stability.
The Plan sets goals for 2022 and 2035, focusing on innovation-led growth, advanced manufacturing, modern services, and green, low-carbon development. It highlights strengthening cooperation on food and edible agricultural product safety by improving traceability systems, enhancing information technology for food safety supervision, and establishing robust risk communication mechanisms to ensure the safety of food supplied to Hong Kong and Macao. The Plan also prioritizes the vigorous development of the marine economy, reinforces water resource security, and calls for building strong ecological protection barriers. It emphasizes enhanced environmental protection and governance, the adoption of innovative green and low-carbon development models, and the cultivation of strategic emerging industries such as new-generation information technology, biotechnology, and high-end equipment manufacturing. Through these measures, the Greater Bay Area aims to achieve coordinated regional growth, ecological sustainability, and international competitiveness.
