Abstract
This Regulation aims to advance meteorological cooperation between Guangdong Province and the Hong Kong and Macao Special Administrative Regions in alignment with the Greater Bay Area development strategy. It establishes a framework for joint efforts in weather observation, forecasting, early warning, scientific research, and public education. Provincial and municipal governments are required to provide policy support, enhance communication mechanisms, and promote major cooperative projects and institutional innovation.
The Regulation further promotes shared meteorological facilities, collaborative monitoring of severe weather, and unified dissemination of forecast and warning information. It encourages technological cooperation in areas such as low-altitude aviation, marine operations, climate change response, and major event weather services. Guangdong will also work with Hong Kong and Macao to build integrated service systems and improve data-sharing infrastructure, standards alignment, and innovation platforms to strengthen regional disaster prevention and climate resilience.
