Abstract
This Plan is an important national medium- and long-term strategic plan for the health sector and related sectors.
Health influencing factors include life style, hereditary factors, environmental factors, medical services, etc. The policy document sets up the main objectives, including long term targets on health, food safety, water and environment by 2030. The strategic goals are: continuously improved population health; key health risk factors under effective control; Increased healthcare service delivery capacity; significantly expanded healthcare industry; and better developed institutional arrangements for health promotion. In the strategic direction of building a healthy environment, the Policy requests: Deepening patriotic public health campaigns; Strengthening management of environmental problems affecting health; Ensuring food and drug safety; and Improving public safety system. The percentage of days with good air quality in cities at prefecture or above level will be ＞76.7 by 2020 and percentage of surface waters at or above level III will be ＞80% by 2020 and keep continuous improvement by 2030. For strengthening management of environmental problems affecting health, the priorities are: 1. Prevent and manage air, water and land pollution. Joint control and prevention, and co-governance of water sources will be strengthened, with a focus on improving the environment. Targets for environmental quality control and strict environmental protection regulations will be implemented to solve outstanding environmental issues. 2. Implement comprehensive plan on industrial discharge control. 3.Build environment and health monitoring, survey and risk assessment system.
In the field of ensuring food drug safety, The Policy requests: -Improve food safety standards -Establish a nationwide reporting on food safety-risk monitoring and food-borne diseases by 2030. -Step up supervision and regulation of the geographical origin of food -Reinforce regulation of online food businesses - Establish a whole-process regulation system.
