Abstract
These Provisions, consisting of 19 Articles, are formulated. to fulfill the Antarctic Treaty, the Protocol to the Antarctic Treaty on Environmental Protection, and the Convention on the Conservation of Antarctic Marine Living Resources, protect the Antarctic environment and ecosystem, and ensure and promote the safe and orderly development of China's Antarctic activities.
Antarctic activities refer to all activities carried out in Antarctica, including expedition, tourism, exploration, cultural education, sports, fishing, transportation, etc; Applicants for Antarctic activities shall prepare environmental impact assessment documents in accordance with the requirements of the Antarctic activity environmental impact assessment and submit them to the National Oceanic Administration. The National Oceanic Administration shall establish a total Antarctic activity control system by region based on the carrying capacity of Antarctica's natural and ecological environment.
