Provisions on Aquaculture Quality and Safety Management.

These Provisions aim to improve the quality and safety of aquaculture products, protect the ecological environment of fisheries, and promote the healthy development of aquaculture. The text consists of 25 articles divided into 5 Chapters: I. General provisions; II. Water to be used for aquaculture III. Aquaculture production; IV. Fishing feed and aquaculture medication; V. Supplementary provisions.
The State encourages entities and individuals engaged in aquaculture to develop healthy aquaculture, reduce the occurrence of aquaculture diseases; control aquaculture drugs, ensure the quality and safety of aquaculture products; promote ecological aquaculture and protect the aquaculture environment; to apply for certification of pollution-free agricultural products in accordance with relevant regulations.
Water used for aquaculture should meet the standards issued by the Ministry of Agriculture, including “Marine Aquaculture Water Quality for Non-polluted Foods” (NY5052-2001) or “Freshwater Aquaculture Water Quality for Non-polluted Foods” (NY5051-2001). Aquaculture wastewater discharge should meet the national emission standards. Entities and individuals engaged in aquaculture using waters and tidal flats shall apply for aquaculture certificates.
The use of fish feed should comply with the Regulations on the Administration of Feed and Feed Additives and “Safety Limits for Non-polluted Food and Fish Feed” (NY5072-2002) issued by the Ministry of Agriculture. The use of aquaculture drugs shall comply with the Regulations on the Administration of Veterinary Drugs and the Guidelines for the Use of Non-polluted Foods and Fisheries in the Ministry of Agriculture (NY5071-2002) issued by the Ministry of Agriculture. The Ministry of Agriculture shall be responsible for formulating the National Aquaculture Drug Residue Monitoring and Control Program.
