These Provisions aim at regulating the administrative punishment acts, safeguarding the national tobacco monopoly system, and defending the lawful rights and interests of the entities and individuals. The Measures consist of 76 Articles divided into 9 Chapters: General provisions; Jurisdiction; Simplified procedures; Ordinary procedures; Hearing procedures; Enforcement; Supervision; Legal Liabilities; Supplementary provisions.
Where the executing authority of the tobacco monopoly needs to mete out administrative punishments according to law, the Measures shall apply.
When imposing administrative punishments, the executing authorities of the tobacco monopoly shall follow the principles of justness and openness and protect the rights of the parties.
