Abstract
These Provisions are enacted to strengthen the supervision and management of ships carrying dangerous goods and prevent ships from polluting the environment. The Provisions consist of 8 Chapters: General provisions; Vessel and personnel management; Packaging and container management; Declaration and report management; Operation safety management; Supervision and administration; Legal liabilities; Supplementary provisions.
The emergency plans for safety and pollution prevention shall be prepared for vessels carrying dangerous goods. A vessel carrying dangerous goods shall pass the inspection by a vessels inspection institution recognized by the state maritime administrative agency, obtain corresponding inspection certificates and documents. The performance of the packaging of dangerous goods intended to be delivered to vessels shall comply with relevant laws, technical specifications and international conventions, and corresponding inspection certificates shall be obtained in accordance with the law.
