Abstract
These Provisions aim to protect aquaculture, safeguard the legitimate rights and interests of aquaculture farmers, develop aquaculture and meet people's needs. The text consists of 28 articles divided into 6 Chapters: I. General Provisions; II. Utilization and Management of Fishery Waters; III. Aquatic Resources Reproduction Protection; IV. Fishery Supervision and Administration Organs; V. Rewards and Punishment; VI. Supplementary Provisions.
The municipal, county (district) people's governments shall, according to the provisions of article 4, 5 and 6, issue the fishery water aquaculture use certificates (art.8). The right to use legally demarcated fishery waters shall be protected by law (art. 9). The Provisions prohibit fishing aquatic fingerlings and ban the use of fishing tools and fishing methods which destroy the aquatic resources (Article 14, 17). Chapter 4 regulates the establishment of fishery supervision and administration agencies and the responsibilities thereof.
