Regulation on the Administration of Power Grid Scheduling.

This Regulation is developed for the purposes of strengthening the administration of power grid scheduling, guaranteeing the power grid safety, safeguarding the interests of users, and adapting to the needs of economic development and people's livelihood.
The power grid operation shall follow the principles of uniform scheduling and hierarchical administration. No entity or individual may distribute electric power and electricity volume beyond the plan and may consume electric power and quantity of electricity beyond the plan; where it is necessary to change the plan under any special circumstance, it shall be subject to the approval of the department that releases the electric power consumption plan. The power grid administrative department across provinces and the power grid administrative department at the provincial level shall prepare plans of power generation and power supply and submit such plans to the competent administrative department of electric power of the State Council for recordation.
