Decree No. 50 of the National Development and Reform Commission of the People's Republic of China on the Interim Measures for the Administration of Electric Reliability.

These Measures are developed according to the Electric Power Law of the People's Republic of China, the Regulations on Supply and Use of Electric Power, the Regulation on the Administration of Power Grid Scheduling, the Regulations on the Protection of Power Facilities, the Regulation on Electric Power Supervision, for the purposes of fully maximizing the fundamental role of administration of electric reliability in the guarantee of power supply, promoting the high-quality development of the electric power industry, improving the level of power supply, and meeting the people's ever-growing needs for a better life. The Measures consist of 64 articles divided into 11 chapters: General provisions; Power system reliability management; Power generation reliability management; Power transmission and transformation reliability management; Power supply reliability management; User reliability management; Network security; Information management; Supervision and administration; Reward and punishment measures; Supplementary provisions.
Electric power enterprises and electric power consumers shall carry out administration of electric reliability in accordance with these Measures. The National Energy Administration and its local offices, and the energy administrations and the electric power operation administrations of the local governments shall supervise and administrate the administration of electric reliability in accordance with these Measures. Electric power equipment manufacturing enterprises shall be encouraged to fully apply the achievements of administration of electric reliability, strengthen product reliability design, quality control of the testing and production process, and improve the reliability of equipment by relying on the technological progress, management innovation and standard improvement.
