Regulation on Forest and Grassland Fire Prevention and Control.

This Regulation is developed for the purposes of effectively preventing and fighting forest and grassland fires, safeguarding the safety of the people's lives and property, protecting forest and grassland resources, and safeguarding ecological security. The Regulation shall apply to the prevention, fighting, and post-disaster handling of forest and grassland fires within the territory of the People's Republic of China. Forest and grassland fire prevention and fighting in urban areas shall be carried out in accordance with the relevant rules issued by the state.
The Regulation defines the responsibilities of governments and relevant departments, emphasizing prevention first, scientific and efficient firefighting, and rapid response. It strengthens fire-risk zoning, prevention and emergency plans, patrols, infrastructure, and control of outdoor fire use through planning, funding, technology, and information systems.
It establishes a unified command system for fire suppression, enhances professional firefighting forces and safety requirements, and sets rules for post-fire assessment, accountability, and ecological restoration. It also specifies legal liabilities, including fines, replanting obligations, and potential criminal charges. Additional provisions cover fire classification, information release, cross-regional coordination, and emergency requisition and compensation.
