Abstract
This Regulation aims to ensure an effective grain supply, promote high-quality development of the grain industry, enhance the ability to prevent and mitigate grain security risks, build a strategic base for safeguarding national food security, and ensure the nation’s food security.
The Regulation consists of 57 Articles divided into 10 Chapters: Chapter I General Provisions; Chapter II Protection of Cultivated Land; Chapter III Grain Production; Chapter IV Grain Reserve; Chapter V Grain Circulation; Chapter VI Grain Emergency; Chapter VII Grain Conservation; Chapter VIII Supervision and Administration; Chapter IX Legal Liability; Chapter X Supplementary Provisions.
As Heilongjiang is a major grain-producing province in China, the Regulation emphasizes responsibilities of various levels of government in ensuring food security, particularly focusing on the collaborative efforts required among government departments such as development and reform, natural resources, agriculture, and rural affairs to enhance food security capabilities. Key points include the need for local governments to implement national food security policies, promote investment in grain production and storage, and support financial institutions in developing innovative products for the agricultural sector. There is a strong emphasis on public education regarding food conservation and the importance of reducing waste throughout the food supply chain. The Regulation also highlights the importance of protecting and utilizing black soil, conducting surveys on abandoned land, and improving saline-alkali land management to restore agricultural productivity. Governments are encouraged to stabilize grain planting areas and enhance comprehensive production capacity through modern agricultural practices and technology. Additionally, the Regulation addresses the necessity of protecting crop genetic resources, establishing seed reserves for disaster response, and ensuring the stable supply of agricultural production materials. It calls for the promotion of agricultural mechanization and the development of a collaborative innovation system for modern agricultural technology. Furthermore, it stresses the importance of supporting the development of the grain processing industry to increase economic value, establishing monitoring and early warning systems for agricultural disasters and pest control, as well as the need for advanced grain storage management technologies to ensure the quality and safety of grain reserves. Overall, the Regulation serves as a comprehensive legal framework for enhancing grain security through coordinated government action, technological advancement, and public awareness, aiming to safeguard Heilongjiang’s critical role in China's food security while ensuring sustainable agricultural development.
