Abstract
The Regulation on the Provision of Social Insurance Services aims to standardize administration, improve services, protect social insurance funds, safeguard the rights and interests of employers and individuals, and promote social equity. It applies to basic pension, medical, work injury, unemployment, and maternity insurance.
The Regulation sets out procedures for social insurance registration, information sharing among government authorities, transfer of insurance relationships across regions, and determination and payment of benefits. It establishes time limits for processing applications, promotes direct settlement of medical expenses, facilitates cross-regional benefit portability, and strengthens digital administration through social security cards, electronic medical insurance credentials, online services, and integrated public service platforms.
For rural populations, the Regulation provides for the transfer of urban-rural resident pension and medical insurance when individuals move their household registration or residence. It requires social insurance services to achieve full coverage down to townships, villages, and communities, improving accessibility in rural areas. The Regulation also promotes convenient service delivery through online platforms, one-stop service centers, and outreach measures for elderly and vulnerable persons, while strengthening fund management, supervision, information security, and accountability mechanisms.
