Abstract
The purpose of these Regulations is to strengthen the administration of earthquake monitoring activities and improve earthquake monitoring abilities. The text consists of 40 Articles divided into 6 Chapters: General provisions (I); Planning and Building of Earthquake Monitoring Networks (II); Planning and Building of Earthquake Monitoring Networks (III); Protection of seismic monitoring facilities and seismic observation environment (IV); Legal liabilities (V); and Supplementary provisions (VI).
The competent seismic work department under the State Council shall formulate a general plan for national earthquake monitoring networks and the plans for state earthquake monitoring networks on the basis of the national earthquake monitoring and prediction plan. The facilities and software meeting the national standards and industry standards or the relevant technology requirements for earthquake monitoring shall be adopted for the building of national earthquake monitoring networks and special earthquake monitoring networks. The state encourages and supports the scientific research on earthquake monitoring, popularizes the application of advanced earthquake monitoring technology, and carries out international cooperation and exchange on earthquake monitoring. Any foreign organization or individual shall, when conducting earthquake monitoring activities in China, cooperate with the relevant departments or entities of the People's Republic of China, and obtain the approval of the competent department in charge of seismic work under the State Council.
