Abstract
These Regulations are enacted in accordance with the urban and rural planning law of the people's Republic of China and other laws and regulations, aiming to strengthen urban and rural planning, construction and management.
The Regulations consist of 61 Articles divided into 8 chapters: General provisions; Planning and construction; Municipal facilities; Landscaping; Environmental sanitation; Supervision and Administration; Legal Liability; Supplementary provisions.
The overall urban and rural planning should reflect the ethnic, regional and historical culture dominated by Yi culture, and integrate with the natural environment and resources. The planning of county (city), township and village shall be based on the national economic and social development planning, and shall be connected with the planning of land use, ecological environment protection, forestry protection, utilization and development.
