Abstract
This Law is formulated for the purpose of strengthening urban and rural planning administration, harmonizing urban and rural spatial layout, improving people's living environment and promoting the integrated, harmonious and sustainable development of urban and rural society and economy. The Law consists of 7 chapters: I General Provisions; II Establishment of Urban and Rural Planning; III Implementation of Urban and Rural Planning; IV Modification of Urban and Rural Planning; V Supervision and Inspection; VI Legal Liability; VII Supplementary Provisions.
The Law provides detailed requirements and approval procedures with respect to the formulation and amendment of urban and rural planning. Township and village planning should start from the actual situation in rural areas, respect the wishes of villagers, and reflect local and rural characteristics.
The Law further stipulates more stringent approval procedures for building premises required by township and village enterprises, rural common facilities or public interest establishments within a township or village planning area. The Law provides that no farm land can be used for such buildings unless approved by the corresponding department of urban and rural planning under the people's government of the city or county.
