Abstract
These Regulations are formulated in order to protect marine resources, improve the marine environment, prevent pollution damage, maintain ecological balance, safeguard human health and promote sustainable economic and social development.
The Text is divided into 7 Chapters: Chapter I General Provisions; Chapter II Supervision and Management; Chapter III Protection of Marine Ecosystems and Prevention and Control of Marine Pollution from Land-based Sources; Chapter IV Prevention and Control of Pollution Caused by Engineering Construction Projects; Chapter V Prevention and Control of Pollution Caused by Vessels and Related Operations; Chapter VI Legal Liabilities; Chapter VII Supplementary Provisions.
Competent authorities in charge of the implementation of these Regulations are established in Article 3. The provincial marine administrative department shall be responsible for the formulation of the marine environmental protection planning, key marine area environmental protection plan, the total pollutant discharge amount control quotas and the main pollutants control plan in the province (art. 6-7). The remaining articles make provision, inter alia, the protection of special marine reserves and the coastal wetlands; preparation, examination and approval of environmental impact reports for coastal, marine engineering construction projects; strictly controlling the discharge of wastes from vessels into the sea; supervision and inspection; and offences and liabilities.
