Regulations of the Guangxi Zhuang Autonomous Region on the Management of Rural Planning and Construction.

These Regulations are enacted to strengthen rural planning and management, improve rural living environment, promote rural revitalization, and promote urban and rural integration. The Regulations consist of 6 Chapters: General Provisions; Rural Planning; Implementation of Rural Planning; Rural Construction Management; Legal Liability ; Supplementary Provisions.
Rural planning is divided into county rural construction planning, township planning and village planning. Village planning should proceed from the rural reality, respect the wishes of the villagers, and reflect the local and rural characteristics. The township (town) people's government organizes the preparation of village plans and reports to the people's government at the next higher level for examination and approval.    
Rural construction planning licenses shall be obtained for the establishment of township enterprises, rural public facilities, public welfare construction, and villager housing construction in township and village planning areas, and the construction unit or individual shall construct according to the contents of the planning licenses.
