Abstract
These Regulations are formulated to strengthen the management of fishing vessels, maintain the order of fishery production, safeguard the legitimate rights and personal safety of fishing vessel owners, operators, and other fishery practitioners, and promote high-quality development of the fisheries.
The Regulations consists of 8 Chapters: Chapter 1 General Provisions; Chapter 2 Manufacturing, Renovation, and Procurement of Fishing Vessels; Chapter 3 Inspection and Registration of Fishing Vessels; Chapter 4 Navigation, Operation, and Mooring of Fishing Vessels; Chapter 5 Service Guarantee of Fishery Ports; Chapter 6 Prevention and Rescue of Safety Accidents on Fishing Vessels; Chapter 7 Legal Liability; Chapter 8 Supplementary Provisions.
The control indicators of vessel and net tools of marine capture fishery vessels shall be determined by the fishery administrative department of the Provincial People’s Government within the control indicators of vessel and net tools of marine capture fishery vessels issued by the state. The control indicators of the vessel and net tools of the inland water fishing fishery vessels shall be determined by the fishery administrative department of the people's government of the districted city based on the control indicators of the vessel and net tools of the inland water fishing fishery vessels issued by the provincial people's government fishery administrative department. Aquaculture fishery vessels shall implement a total quantity control system based on fishery development conditions. Those who manufacture, transform or purchase marine fishing vessels must obtain an approval letter for fishing vessel and net tool indicators in accordance with relevant national regulations.
