Regulations of Hebei Province on Promoting Rural Revitalization.

These Regulations are formulated in accordance with relevant laws and administrative regulations such as the Rural Revitalization Promotion Law, aiming to fully implement the rural revitalization strategy, promote the comprehensive upgrading of agriculture, rural progress, and the comprehensive development of farmers, accelerate the modernization of agriculture and rural areas.
The Regulations consist of 96 Articles divided into 12 Chapters: 1 General Provisions; 2 Planning and Guidance; 3 Consolidating rthe Results of Poverty Alleviation; 4 Industrial Development; 5 Ecological Livability; 6 Cultural Prosperity; 7 Rural Governance; 8 Urban Rural Integration; 9 Talent Support; 10 Supporting Measures; 11 Supervision and Inspection; 12 Supplementary Provisions.
The provincial people's government shall organize the preparation of the provincial rural revitalization plan in accordance with the national rural revitalization strategy plan. The people's governments at all levels shall implement the strictest farmland protection system, strengthen land use control, curb the non agriculturalization of farmland and the non grainification of basic farmland, strictly control the conversion of agricultural land to construction land, strictly control the conversion of farmland to forest land, grassland, garden land and other types of agricultural land, and strictly implement the priority order of farmland utilization. The Regulations further require to strictly implement the special protection system for permanent basic farmland, and build grain production functional zones and important agricultural product production protection zones; adhere to a dual level management system based on household contract management and combining unified and decentralized management, improve the rural collective property rights system, deepen the reform of the separation of rural land ownership, contracting rights, and management rights; strictly implement the food security responsibility system, establish and improve a diversified grain reserve system to ensure a basic balance between the total supply and demand of grain in the region and basic market stability; Carry out grain conservation actions to promote the entire industry chain of grain production, storage and transportation, processing, and consumption to save and reduce losses; accelerate the construction of a system for breeding and promoting high-quality seeds, promote the transformation of scientific and technological achievements in the seed industry, and strenthen the promotion of new varieties; establish and improve mechanisms for realizing the value of ecological products and compensating for ecological protection, increase compensation for key ecological functional areas, and promote the transformation of ecological resource value through ecological compensation, water resource trading, carbon sink trading, and public welfare forest compensation.
