Abstract
The aim of these Regulations is to strengthen the management of live pig slaughter, ensure quality of live pig products, and protect people's health. The Text consists of 42 Articles divided into 5 Chapters: General Provisions (I); Set-up of Designated Live Pig Slaughterhouses (II); Slaughter and Quarantine Inspection (III); Operation and Management (IV); Legal Liabilities (V); Supplementary Provisions (VI).
The system of designated slaughter and centralized quarantine shall be executed on live pig slaughter. No units or individuals may be engaged in activities of live pig slaughter without designation except the individuals in rural areas who slaughter live pigs by themselves for their own consumption and have claimed for quarantine inspection to animal sanitation supervision institutions before the slaughter (art.3).
Article 9 provides for requirements for setting up of a designated live pig slaughterhouse.
Designated live pig slaughterhouses are encouraged and supported to operate their own brand products, innovate technologies and develop new products and slaughter in a more mechanized, large-scale, and standardized way. The quality safety traceability management system to live pig products and the level-to-level management system for designated slaughterhouses shall be implemented (art.6). Other requirements to be satisfied by designated live pig slaughterhouses include: a) carrying out the system of inspection and registration of all live pigs entering a designated live pig slaughterhouse, and obtaining the quarantine certificates for live pigs before slaughter; b) complying with the national provisions of the operational rules and technical requirements on slaughtering live pigs; c) establishing a meat quality inspection management system. Quality-qualified pig meat products shall be stamped and also affixed with the meat quality inspection certificate.
Local people's governments at or above the county level shall strengthen the supervision and leadership of the live pig slaughter management. The Regulations further provide for offences and penalties.
