Regulations on Safety Supervision and Administration of Agricultural Machinery.

The purpose of these Regulations is to strengthen the supervision and management of agricultural machinery safety, prevent and reduce agricultural machinery accidents, safeguard the people's life and property safety. The Text consists of 46 Articles divided into 7 Chapters: General provisions (I); Production, sales and maintenance (II); Use and management (III); Accident treatment (IV); Supervision and inspection (V); Legal liabilities (VI); Supplementary provisions (VII).
Chapter II provides for the rules and requirements to be satisfied by entities engaged in agricultural machinery production, sales, maintenance and use. Entities engaged in agricultural machinery maintenance and repair shall establish a registration and inspection system, to ensure the repair quality reach the national safety technical standards (art.10).
According to Chapter III, the provincial competent authority shall establish a unified agricultural machinery information database for agricultural machinery registration, driver or operator certificate management and safety and technical inspection; local competent authorities at or above the county level shall conduct regular site safety inspection on agricultural machinery which may endanger personal safety and property.
