Abstract
The purpose of these Regulations is to strengthen this Municipality’s administration of construction-related energy conservation, reduce energy consumption, and improve energy efficiency in construction.
The development and promotion of new energy efficient construction materials and technologies, and the research on renewable energy shall be encouraged. The municipal construction department shall divide construction materials into three categories: encouraged, restricted and prohibited. The national and local mandatory standards of construction-related energy conservation shall be implemented by the development, construction, inspection and supervision entities. If the local mandatory standards are higher than the national or industrial standards, the local mandatory standards shall be implemented. Further provisions are made for energy conservation of new buildings and renovation of existing civil buildings; maintenance of energy conservation facilities in civil buildings and supervision over their energy consumption; incentive measures; and legal liabilities.
