Abstract
The purpose of these Regulations is to strengthen supervision and management of hydropower station dam operation safety, protect the people’s life and property safety. The Text consists of 46 Articles divided into 7 Chapters: General provisions (I); Operation management (II); Regular inspection (III); Registration (IV); Supervision and administration (VI); Supplementary provisions (VII).
The National Energy Administration shall be responsible for the comprehensive supervision and management of dam operation safety. The Dam Safety Supervision and Inspection Center of the National Energy Administration shall be in charge of dam operation safety technology supervision and management services and provide technical support for the National Energy Administration and its agencies. Power enterprises shall apply for dam safety registration within the prescribed time limit; establish and improve the safe operation of the dam organizational system and emergency response mechanism; strengthen the entire process of the dam safety management to guarantee dam operation security.
The Regulation further provides for security responsibilities of the people's governments of provinces and municipalities of the Yangtze River Basin and relevant institutions assigned by the State Council, and offences and penalties.
