Abstract
These Measures are developed to regulate the emergency management of dam operation safety of hydropower stations, improve the ability of electric power enterprises to prevent and respond to dam operation safety emergencies, and ensure dam operation safety and social public safety.
The Measures consist of 8 Chapters: General provisions; Emergency prevention; Emergency preparedness; Monitoring, early warning and emergency response; Summary evaluation; Information reporting; Supervision and administration; Supplementary provisions.
Electric power enterprises should establish and improve a hierarchical management and control mechanism for dam safety risks, regularly identify and assess the risks of emergencies such as natural disasters, accident disasters, and social security events that may affect the safety of dam operation, and implement preventive and control measures.
