Abstract
The Regulations, consisting of 33 Articles, are formulated in accordance with the Energy Conservation Law and the Renewable Energy Law, aiming to promote the conservation, development and utilization of rural energy, protect and improve the ecological environment, strengthen the rural energy management. The Text are divided into 5 Chapters: General principles; Supporting services and development and utilization; Supervision and administration; Legal liabilities; and Supplementary provisions.
The term “rural energy” mentioned in these Regulations refers to the biomass energy such as biogas, straws, firewood and non-fossil energy such as solar, wind, geothermal energy used for rural production and living.

Article 5 gives the competent authorities for rural energy. The local people's governments at or above the county level shall, in accordance with the rural energy development plans, focus on supporting the rural energy work of the key areas: (a) rural poor areas; (b) minority areas; (c) ecologically fragile areas;(d) key areas of the development of animal husbandry.
