Abstract
This Regulation is aims at the control of risks that may arise from genetic engineering (as defined in art. 2) and thereby seeks to protect public health, prevent environmental pollution, and to maintain ecological balance.
The State Science and Technology Commission is responsible nation-wide for safety in genetic engineering. A National Genetic Engineering Safety Committee is established for purposes of safety supervision and co-ordination. Safety administration of genetic engineering work is carried out on the basis of safety class control and classification approval, which means that different categories of genetic engineering work shall be approved by relevant administrative departments. Article 6 divides genetic engineering work into four safety classes according to potential risk levels. Institutions carrying out genetic engineering, genetic experimental research, genetic engineering pilot experiments or industrial production, or carrying out the release of genetic engineered organisms, shall conduct safety evaluations in accordance with articles 8 to 11.
The third part of this text deals with procedures of application and approval of genetic engineering activities.
Part four sets out various safety measures with respect to storage of organisms, transfer or transport, containment of pollution, etc. Institutions carrying out genetic engineering work should formulate safety control measures and work out safety operation regulations in accordance with safety class (art. 19).
Article 26 and following set out the responsibility for violation of provisions of this Regulation. Article 30 contains a list of definitions used in this text.
