Several Opinions on Delineating and Strictly Observing the Ecological Protection Red Lines.

The ecological protection red line referred to in these Measures refers to the ecological protection red line issued and implemented by the provincial people's government with the approval of the State Council.
This document is issued jointly by the General Office of the CPC Central Committee and the General Office of the State Council, with the following objectives: By the end of 2020, the national ecological protection red lines will be fully delineated, the ecological protection red line system will be basically established, the ecological space of the land will be optimized and effectively protected, and ecological functions will be stable; by 2030, the layout of ecological protection red lines will be further optimized, the ecological protection red line system will be effectively implemented, ecological functions will be significantly improved, and national ecological security will be fully guaranteed.
According to the protection needs and current development and utilization status, the boundary of ecological protection red line is mainly established in combination with the following types of boundaries: natural boundaries, which are mainly determined based on topography or ecosystem integrity, such as forest lines, snow lines, watershed boundaries, and ecosystem distribution boundaries; boundaries of various protected areas such as nature reserves and scenic spots; boundaries of rivers, lakes, reservoirs; etc.
