Abstract
These Measures aim to strengthen hydrology management in Shanghai, standardize hydrological work, serve the development, utilization, conservation and protection of water resources and disaster prevention and mitigation. The Measures covers the planning and construction of hydrological station networks, hydrological monitoring and forecasting, data collection, storage, and usage, as well as water resource investigation and evaluation. The Shanghai Water Authority oversees these activities, with specific responsibilities delegated to district-level water authorities and hydrological institutions.
The Measures include detailed procedures for establishing and managing hydrological stations, both general and specialized, and outline the requirements for hydrological monitoring, emergency response, and data sharing. the Measures also specify the protection of hydrological monitoring facilities and environments, ensuring continuous and accurate data collection. In addition, the Measures mandates regular reporting and public disclosure of hydrological data, aiming to support decision-making, disaster prevention, and sustainable water resource management.
